India Notifies Pakistan of Indus Waters Treaty Suspension Citing Cross-Border Terrorism and Changing Geopolitical Realities
India has formally informed Pakistan about the suspension of the Indus Waters Treaty, with Water Resources Secretary Debashree Mukherjee addressing a letter to her Pakistani counterpart, Syed Ali Murtaza. The letter strongly cited Pakistan’s sustained cross-border terrorism, particularly targeting Jammu and Kashmir, as a direct violation of the treaty’s principles. “Honouring a treaty in good faith is essential, but persistent terror attacks have obstructed India’s rights under the agreement,” the letter stated.
This significant move follows the deadly Pahalgam terror attack, which claimed 26 lives—mainly tourists—prompting New Delhi to take decisive action. The government emphasized that the prevailing security threats have hindered India’s ability to fully utilize its entitlements under the decades-old treaty.
The communication also pointed to evolving circumstances, such as demographic shifts, the urgency to develop clean energy, and other strategic changes, as compelling reasons for reassessing the treaty. To enforce the decision, the Indian government has officially issued a notification to suspend the Indus Waters Treaty with immediate effect.
